No, per RM paras 40-42 of the Easter Vigil, the font can be blessed (and the Litany sung) whether or not there are baptisms.

'If the font is to be blessed, but no one is to be baptized...'

It's been so long since I've not experienced a baptism at the Vigil, I can't remember but I suspect one still blesses water (and thereby the font).
And this is where the confusion arises. As alan29 mentioned, you can bless water for sprinkling without blessing the font. The blessing of font and blessing of water are two different things.
