The topic is liturgical formation, OB. Bishops are the principal liturgists in their diocese (as per Sacrosanctum Concilium), though the Roman Curia (e.g. the English translation of RM3) and others (e.g. very recent pronouncements about the Mandatum) have tried (and often succeeded) in subverting their authority.

The problem, of course, is what happens when a Bishop knows damn-all or even less about liturgy and yet feels called upon to pronounce upon it, sometimes at great length. That is where bishops are in need of educated advisors whose advice they heed, rather than ignore.
Fortunately not too many of our bishops are in the positionof knowing little or nothing, although some are. And some are lucky enough to have advisors, clergy and lay, upon whom to call when they need advice.
