Will the Gloria be restored to its historical position as a post-communion hymn (or is that my Anglican background getting the better of me?) and will the Sign of Peace now be before the Offertory?

The new translation is just that. Only the text is translated, parts of the the rite are not. Any movements in elements of the rite would have to be included in the general instruction, or amendmends to it, I guess.
Moving the sign of peace has been mooted, by the Pope in Sacramentum Caritatis, and discussed on this board a while back. I don't know about the gloria.
